レジストリ修正で直るみたいですね。

When you open the Desktop Items dialog box to customize the desktop on a Windows XP Service Pack 2 (SP2)-based computer, the Internet Explorer check box disappears. Therefore, you cannot create a desktop shortcut for Windows Internet Explorer in this manner.
This behavior occurs after you install the QFE version of security update MS07-061.
For example, you use the following command to install security update MS07-061 on a Windows XP SP2-based computer:
Path\WindowsXP-KB943460-x86-ENU.exe /b:sp2qfe
